Why this sequence

Phase 1 first because it generates income for you with zero cash out — that has to come before anything you pay for. Phase 2 second because it only makes sense once you have capacity, and the referral income from Phase 1 can fund it. The two phases are deliberately independent: you can run Phase 1 indefinitely without ever activating Phase 2.
